32.-The Treasurer will see that the items borne on these requisitions are provided for in the Estimates, and that the amounts provided have not been exceeded; and if they appear to him to be in regular form he is to forward them to the Colonial Secretary to be laid before the Governor for his signature. They will afterwards be returned to the Officers entrusted with the Expenditure, accompanied by an authority, describing under the proper heads, the services and charges to be defrayed, and referring to any special circumstances which may be necessary for the information of the parties by whom the payment is to be made. Copies of these authorities are to be transmitted to the Treasurer, and to the Auditor respectively for their information and guidance.

33.On the first of the month, or as soon afterwards as practicable, the Treasurer will pay to the persons resident at the seat of Government, the authorized sums in respect of Salaries, Allowances, and Contingencies for the preceding month, on the production of proper pay abstracts certified by the Head of each Department, who is responsible for the accuracy of the sums borne in such abstracts, and will be liable to make good the amount of any surcharge for errors that may be made by the Auditor upon subsequent examination of the accounts.

34.-Payments on account of services exclusive of establishments may also be made without being previously audited. The Head of the Department concerned will be held responsible for the correctness of every disbursement-voucher which has been certified and passed by him for payment, and will be liable to make good the amount of any surcharge for errors, that may subsequently be made by the Audit Department.

35.-Payments in Districts at a distance from the seat of Government will be made by the Sub-Accountant of such District, or by some Official specially authorized by the Governor, who will be supplied with the necessary funds either by remittances from the Treasurer, or by a credit opened under his Official designation with some local Bank, the amount of which credit is to be strictly limited to such sum monthly as the Governor may determine to be sufficient.

36.Where a credit is so opened in favour of any Official in a District, the Manager of the local Bank should be instructed to forward daily to the Treasurer, a statement of cheques cashed by him on account of such credit,

37.--All pensions to Parties residing at or near the seat of Government are to be paid by the Treasurer; and in the case of Pensioners living at a distance in the various Districts, they will be paid by the Sub-Accountants or Agents of those Districts in which the Parties respectively reside.

38. Whenever any payment has been made to or by any Department in excess of the proper amount, it will be the duty of the Treasurer to recover the difference by stopping the amount from the next issue of Personal Pay of the Party who made the irregular over-payment. In case the Treasurer should have no such payment to make in the ensuing month to the Party by whom any payment has been made, he is to represent the circumstances to the Governor, through the Colonial Secretary, in order that steps may be taken for enforcing re-payment. A Warrant of the Governor will be necessary in all cases where the refund of any over-payment is remitted by him.

39. Advances may be made by the Governor's Warrant to Heads of Departments to enable them to make daily or weekly payments for hire or wages, or for other necessary purposes.
